Tropical Storm Elsa breezed through the Lowcountry last night, bringing with it between three and four inches of rain, and heavy winds. Though the storm caused minimal damage in the Charleston area, more than a dozen roads remain closed in the aftermath.
A tornado warning was issued in parts of Charleston between 2 -3 a.m. as the storm began its assault on the Lowcountry, and downtown streets began flooding as early as 5 a.m., with Charleston Police reporting several closures just before 6 a.m.
The heavy wind and rain continued until about 6 a.m., when Elsa began making its way out of affected areas. As the storm continued to move northward, a tornado warning was also issued in Georgetown County.
All tornado watches and warnings have been canceled or expired in South Carolina as of 10 a.m.
As of 10:50 a.m., Dominion Energy reported 4,610 outages across South Carolina, most concentrated in the Lowcountry.
Closed roads and disrupted traffic lights are slowly being reopened and brought back online, with little damage reported, according to Charleston Police Department.
Charleston County officials reported few major issues overnight as well.
As of 10 a.m., all emergency road closures had been resolved, according to the City of Charleston.
The following roads were under non-emergency closure as of 10:30 a.m.
- Concord St. between Laurens and Calhoun streets
- Huger St. between King and Benson streets
- King St. between Congress and Moultrie streets
- Saint Philip St. between Line and Spring streets
- Conroy St between Meeting and N. Nassau streets
- Johnson St. between CSX Transportation and Morrison Drive
- Morrison Drive between Johnson and Stuart streets
- Conroy St. between Morrison Drive and N. Hanover St.
- Morrison Drive between Huger and Johnson streets
- Saint Philip St. between Morris and Cannon streets
- Bee St. between Bravo St. and Lockwood Blvd.
- Cannon St. between Smith and Felix streets
- Indigo Point between Eliza Court and Markfield Drive
