The panel was commissioned by Mayor Joe Riley, so if it is a joke, it is Riley's Folly and a mighty poor joke at that because it is not humorous that the CFD is twenty years behind the times and needs to be rebuilt from the ground up. An ISO rating is done for insurance purposes not for the purpose of rating a fire department's credentials. ISO reports to insurance companies, not credited fire agencies. Insurance companies want to take your premium and bet that you are not going to have a fire or a wreck, etc. The ISO department reports to those insurance companies. The ISO department comes in and basically is looking for quantity, not necessarily quality. The ISO department wants to tell the insurance company how many hydrants are located in the fire department area, how many trucks are available, how many fire fighters are available. The insurance company wants the fire put out as quickly as possible so that they (the insurance company) doesn't have to pay out a hefty claim for a total loss, thus losing the "bet" with you. This ISO rating for the CFD was done 9 years ago. Unfortunately, many in the upper levels of the CFD and even the mayor, do not realize that modern changes take place even in a 9 year period. You can have a zillion fire hydrants, but if you are trying to put a massive fire out with booster lines, for example, you have a big problem.

Excellent article and opinions by D.A. Smith. The panel was very complete in their investigation and basically said that the CFD needs to be rebuilt from the ground up. Unfortunately, they did not state whether or not they felt that this current administration was capable of doing this task. In my opinion, they are not capable of this task. If this department has existed in this condition for over twenty years with no forward progress, they also need, for the most part, brand new administration at the top. The one strong area of this department is its firefighters, who have been held back from proper training, held back from safe equipment, and held back with weak leadership. Give them the proper training, the proper equipment and some strong, new, progressive leadership and this department will go far. Keep the same leadership and you basically have the same department with new window dressing.
