According to the U.S. News and World Report, S.C. is the 42nd best state in the country, beaten for the bottom spot by Louisiana, Alabama, Mississippi, and New Mexico among others at the bottom of the list. The list measures "outcomes for citizens" across a number of areas. Source: U.S. News
