$400,000 isn't the entire cost of the study, nor is it the entire cost of the deepening. The study will be several million dollars and the deepening will cost at least $300 million - a large sum, but still less than Savannah's.

These harbors are not just for the benefit of steamship lines - they benefit the nation. This isn't just about cheaper big screen TVs from China, its about SC jobs at BMW, Michelin, and hundreds of smaller companies that use the port to sell products across the world.
