I think a list of the Representatives that voted against the bill on its second reading, rather than its third, would be more instructive. For example Representatives Sandifer and Pitts were vocal opponents of the bill but left the session for the third reading.

@nofaith I floated the idea on facebook and a friend picked up on it and posted in that thread. Here's a thought experiment for all the Charleston policy makers mandating the midnight closings. What kind of pandimonium would you create on King Street sidewalks if you shut down half the restaurants at 9 p.m. and kicked all the diners out on the street at the same time? It's the arbitrary closing of business that creates the problems you seek to solve, not the time of night.

How does shoving half the people into the streets at midnight, or any arbitrary time, solve the problem of overcrowded sidewalks? The City should allow restaurants and bars to serve food after the 2 a.m. alcohol sales stop, perhaps for an hour or so, such that people can leave the restaurants at staggered times. See what they did in Anchorage:

The Neighbor Association's and Historical Society's proposal last night, to preserve the Port City's longstanding maritime tradition by demanding that all large ships entering Charleston Harbor don a humongous detachable sail, should receive serious consideration.

For many millennia poets have complained about the unsightly vision of ships and sailors returning from sea. We need to put an end to this in Charleston.
