As a licensed guide I will tell all of you petticabs are generally not licensed to give tours. This is exactly why the tourism commission has a test for guides to keep consistent and accurate history delivered to guests and to keep a livable mix of true Charleston with the massive amounts of tourism.
There is Tourism Enforcement these are police specially trained for these types of situations, they are as follows:

These officers are in charge of enforcing Chapter 29 of the city ordinance code that oversees tourism and guides. These cab drivers are in violation, when you or any of the citizens experience pedicabs calling their neighborhood a "Ghetto" call an enforcement officer and have them charged. The tickets are expensive and sent to the employer as well. This sort of thing upsets guides as well for they endanger the future of our industry. If they can not produce a valid guide license for the enforcement officer they will be charged.
Please remember petticab drivers are NOT tour guides, they have not passed the license test. If that test is removed this is what we will get people like that driving or walking others around our city with no respect to those that live on the peninsula, violating the first rule of tour guiding which is DO NOT MAKE IT UP. Our test though only requiring %70 to pass due to a recent court case should go back to what it was. Yes it is a difficult test to pass and this is part of the reason why.

Do not MOCK what you obviously do not understand. Sport is not what it is. Perhaps you needed a little nudge to remind you of God. My words as a resident of Charleston who has been there and not on a tour " If you do not believe before you enter; you will when you leave." The Spirits of the jail are lost souls, depending upon your own demise you may be also.
