Here's the caveat: Rap, which begot hip-hip culture, has always been a young person's game. It has, for as long as our society has experienced, been the kind of culture steeped in a sense of unabashed youthfulness.

Charleston is a very old city that's steeped in a great deal of tradition. Granted, some traditions more savory than others, but traditions nonetheless. And with that comes very little room for the kind of culture you're seeking.

Ultimately, the only way for a lifestyle and culture as young-at-heart as hip-hop to really proliferate, a drastic change would have to hit the Holy City social scene. Until then, though, the change will have to continue at a snail's pace.
