Each festival is wrong, and this is hurting the local film industry the most out of all the parties involved. The CFF's decision to run their festival less than a month apart from an already established, international festival was obviously made out of spite. The fact that the CFF is holding local films 'ransom' for a $500 fee is also ludicrous - particularly because nothing of the sort was mentioned in their rules. However, one important point that continues to be overlooked by everyone is that the CIFF never mentioned an exclusivity clause on their website or stated it in the submission application. Although these exclusivity clauses are common, they are always published in advance. If both festivals had the best interest of local artists at heart, then this business squabble wouldn't be an issue that hurts the filmmakers more than anybody else. One festival is being arrogant and the other is being a bully. You decide which is which.
