A great article. What could've made just that much better was action citations to the 2008 study (Can Catch Shares Prevent Fisheries Collapse?) and the direct relationship to Environmental Defense Fund (EDF). The article mentions that EDF is paying a public relations firm to push this cap & trade policy in the oceans (which effectively caps the number of allowable fishermen and allows ownership in fish stocks to be traded away privately amongst owners), but it doesn't directly address the involvement of EDF in the actual 'scientific' studies. In a press release supporting this 2008 study, EDF boasted how "EDF scientists, economists and fishery experts are deployed in over a dozen of the most iconic fisheries around the country. EDF has projects with five universities and EDF staff members have published articles and reports on catch share design and implementation. EDF helps managers and fishermen design catch share systems that save fisheries and meet the needs of their communities." It's tainted by agenda, clearly. One of the authors of the study, Stephen Gaines, is also brother-in-law of Dr. Jane Lubchenco (formerly with EDF herself) who is spearheading this catch shares policy through regional councils despite objections from local fishermen.
