The War in Iraq and the Civil War were so different I'm not sure why you are trying so hard to tie them together.

When were Confederate soldiers considered terrorists? They were given full PoW status and were allowed to enter back into society with no strings attached (other than declaring not to take up arms against the government) after the war. They were not considered insurgents-they were allowed to keep their personal weapons and small arms.

The only "terrorists" may have been those involved in irregular warfare out west.
