The party was not thrown by any one or two people. While the tents, DJs, etc were set up by individuals, the hundreds of people came out because "10th Street has long been known for its party scene on Folly Beach," not because DJs and shots were advertised. There were no official "organizers" of a planned party on 10th. Those offering booze and setting up DJ tents should have attained the proper permits, but the party would have continued if they were not present, but in perhaps a more contained manner.
