This child was likely selling roses because he wanted to make money, not because he's part of a rose-selling child-trafficking ring (although I can't say for sure one doesn't exist!). And yes, the children are under-supervised. So slapping him with few juvenile charges isn't a helpful solution, as he nor his family can likely afford the fines I assume will be incurred--or worse, the potential disciplinary measures which will help to further foil this child's future. I have never been "harassed" by the children who sell roses, and I've always declined to buy them. If you have a problem with it, refocus your anger by giving back to the community and the underprivileged children living in it, through volunteering or mentorship. Or, at minimum, educate yourself on the realities of growing up in poverty. Kids make mistakes and test limits. Don't ascribe criminal intent to this child's actions. Think of context.
