Cowgoboo has the story right. According to Jack, "the fact that he was armed gave him the confidence to rush Loughner and help bring him to the ground." By the time Zamudio arrived on the scene, Loughner was ALREADY subdued and on the ground. The chance of Loughner being able to "kill or injure even more people" was very remote because brave citizens had taken from him his gun and ammuntion. The only person likely to be shot was the hero who had subdued Loughner. Zamudio had the weapon, was initially wrong about who was the shooter, and from his own statements expresses a willingness to administer vigilante justice. As a Tucsonan, I don't know if I should be more afraid of the criminal or of the untrained inexperienced self-appointed civilian police.
