The loan was for the UI Trust Fund, which is used exclusively for the payment of unemployment benefits to the jobless, not for administration, travel, salaries, or golden toilets for the Commissioners. The Governor and others try to associate this loan to the Federal bailouts of his buddies on Wall Street and other industries, but it is nothing of the sort. The reason the fund was depleted was because of increasing rolls of unemployed in the state, and also because the tax rate was cut by the Beasley and the legislature several years ago when a surplus existed, not because of administrative waste. Although some reform is needed at ESC, this all boils down to Sanford and Joe Taylor wanting control of the calculation of the unemployment rate (would you really trust politicians with their own agendas to report that?) and all the Federal dollars that come in for the administration of the agency.
