It was designed as a “public safety” measure that would prohibit passing money to pedestrians from vehicles in the roadway, but the true victims of Charleston’s panhandling ordinance were the children. Now every time a youngster goes to purchase a refreshing treat from their friendly neighborhood ice cream truck, they face a possible $1,092 fine or 30 days in jail.
