After much public outcry from the people of James Island, Charleston City Council voted to put a freeze on developments applying for “gathering place” zoning in November. Intended to facilitate open walkable communities with a mix of residential and commercial space, residents feared that the gathering place designation was being used and abused by developers to pack in as many rental units as possible into one location. City officials extended the moratorium in late January to give staff a chance to rethink the zoning rules, but the idea of a gathering place remains as unpopular as ever. —Dustin Waters
