NOTE - No large Cruise Ships use Casco Bay, Maine as a "Turnaround" Port. They simply arrive usually in the early AM and Depart same day in the PM. As a result, they simply hold waste, trash etc... and as soon as they are outside the zone, they discharge it in areas of limited regulation. NO SIGNIFICANT REVENUE is earned by the Port of Portland for Day Visits. If the Port of Portland were more "environmently and regulatory friendly", then ships might choose to embark & disembark passengers there and PROVISION which is where the local revenue stream is.

Charleston is reaping the benefit(s) of being a "Home Port" where the ship is provisioned, crew changes occur and passengers start & end their cruise which injects LOTS of MONEY into the economy from pre & post cruise tours, visits & vacations.

Don't screw it up with burdensome regulations that have no real benefit to the environment or community except for "bragging rights" amoung radical environmentialist groups.
