Rainy like Sunday morning – If you slept in on Sunday morning, Charleston had already received record rainfall (Live 5) by the time you rolled out of bed. In one of Charleston’s annual “big ones,” streets from Pitt to President were underwater much of Sunday, and the National Guard was seen assisting with traffic direction on the Crosstown. No rain today, but high winds will whip through the area. (P&C)

Biden abides – This weekend, the S.C. Democratic Party confirmed (USA Today) that Vice President Joe Biden will deliver the keynote address at the party’s annual Jefferson-Jackson dinner on May 3 in Columbia. Biden is said to be testing the waters for a 2016 presidential bid, and South Carolina’s bellwhether primary is a crucial early contest.

“Bless her heart” – Speaking of early state courtiers, Maryland Gov. Martin O’Malley made a stop in Charleston (Wash. Post) over the weekend at the state Democratic Party’s “Issues Conference,” a summit for Dems to get on the same page going into the 2014 races and beyond. O’Malley wasted no time in taking it to Gov. Nikki Haley (P&C), slipping into appropriately guarded Southern criticism, saying “bless her heart” while going through a laundry list of talking points.

SC-1 race to rule them all – At the Democratic Congressional Campaign Committee, U.S. Rep. Steve Israel says all eyes are on the runoff (Politico) between Mark Sanford and Curtis Bostic as the Dem congressional campaigning arm weighs whether or not to get involved in the race on behalf of Democratic candidate Elizabeth Colbert Busch. …I wonder which candidate they’re pulling for? A recount on Friday confirmed that Curtis Bostic is the lucky winner of the 16-candidate SC-1 lottery and will face ex-Gov. Mark Sanford in an April 2 runoff to determine the GOP slate for the general election.

ReVille revealed – Over the weekend, it was reported that an independent investigation mounted by the Citadel is nearing completion, and a report will issue recommendations in early April.

Hack attack – Six months after a hacker broke into state servers and made off with millions of taxpayers’ information, lawmakers are working to codify measures (AP) to make sure similar incidents don’t happen in the future.

County ain’t big enough for the two of us – Arrests of South Carolina sheriffs across the state, including Charleston’s own Al Cannon, have some of their colleagues worried.

Pressing on – On Saturday, journalists from across the state gathered in Greenville to recognize daily and weekly papers in the S.C. Press Association’s annual journalism contest for 2012. The City Paper, Post and Courier, The State, and Greenville News, and many others took home SCPAs. Corey Hutchins of the Free Times earned his second-in-a-row Journalist of the Year award.
