A reported dispute in a downtown apartment turned into an impromptu dance session Friday night when one of the men at the scene put his hands on the wall, stuck his rear end out at a police officer, and said, "Wait, let me start twerking for you," according to an incident report.
On Friday night at about 10:30 p.m., two Charleston police officers joined an officer who was already on the scene at a downtown apartment in response to a reported physical confrontation in progress. The first officer already had a man out on the porch — who, to be nice, we will not name but will instead refer to as "Mr. Shakes" — so the other two officers went inside to speak with the apartment's owner.
The owner told the two officers that Shakes had been drinking that night, and that at one point he heard Shakes "throwing things around" in the bathroom. The officers noted that there were some items in the bathtub and that the bathroom sink was broken. In the living room, they found broken glass candlesticks on the floor, pictures torn from the walls, and furniture that had been turned over. The owner was visibly upset, according to the incident report.
One of the officers heard Shakes start yelling on the porch, so he went outside to offer backup. Once outside, he noted that Shakes was unsteady on his feet and smelled like alcoholic beverages, and Shakes started cursing the officers out. When one of the officers asked Shakes to turn around so he could be searched, Shakes reportedly bent over, placed his hands on the wall, stuck his butt out, and said, "Wait, let me start twerking for you." As the officer started his search, Shakes "started pumping his hips saying, 'Uhn, I'm twerking it ... Twerking,'" according to the report.
When the cops tried to cuff Shakes, he reportedly curled his arms into his body and balled himself up on the ground, screaming and bringing the officers down with him. The three officers together used "soft empty hand controls" to put Shakes under arrest, according to the report. The officers noted that Shakes had cut his lip on the doorjamb, so they called EMS to the scene.
While waiting for EMS, one of the officers says he asked Shakes if he had had anything to drink that night, to which Shakes replied, "Alcohol has touched these lips, and that is all I am saying." When the same officer asked what kind of drugs he was on, Shakes replied, "I will only tell a judge what drugs. I am not going to tell you, you bitch." Later, he said, "You all don't understand, I am an intellectual. You can understand an intellectual." Shakes reportedly "continued berating and disparaging officers" until EMS arrived.
The report states that Shakes put up a fight when police tried to take him to a patrol car. He screamed and kicked and headbutted the car window once he was inside, at one point lying back on the seat and using both feet to kick the rear driver's side window so hard that it separated from the frame.
Later, when the officers tried to transfer Shakes to a police department transport van, Shakes allegedly went limp and had to be lifted into the van.
Shakes was charged with public disorderly conduct, resisting arrest, and damaging/removing private property.
