Where hoof meets pavement? Are these horses unshod? When a farrier prepares to put a shoe on a hoof, it is normally too hot to handle, well over the temperature of summer pavement. Hammered into the hoof "wall", the shoes protect the feet from rough surfaces as well as from placing the more tender part of the hoof on hot or cold.
Before you decide these animals are being placed in danger by working, talk to equine vets and people who KNOW horses -- not just the Animal Rights types who would have all animals retired to the slaughter house.
