The memorandum of understanding agreed to by the City of North Charleston and the State Ports Authority is pretty clear: The state will not run rail through the northern half of the Navy Yard. But that's exactly what the state — in this case represented by the Commerce Department — has decided to do. And Mayor Keith Summey is vowing to fight them every single step of the way in order to protect his vision of the Navy Yard and the revitalized Park Circle area. Regardless of who wins this fight, you can bet dollars to donuts that Summey will not give up easily. Hell, this whole thing could drag on for years and years in court, perhaps even all the way to 2018 when the Port of Charleston begins operations at its North Charleston site.
