In recent years, all of Charleston's beach communities and the city of Charleston itself have tightened leash laws and imposed greater fines, restrictions, and licensing rules. It's getting hard for dog lovers to take Fido on a sandy stroll or a downtown walk. Last year, the Isle of Palms enacted a law stating dogs must have and wear city-issued licenses and collars. On Sullivan's, all dogs must have a $35 valid town permit as well. Folly Beach restricts the times for dogs to be on the beach, prohibiting them between the hours of 10 a.m. and 6 p.m. from Memorial Day through September 30. This winter, a Branchville man named Graham Banks received three tickets for violating the leash law on Kiawah Island totaling more than $3,000. That's ruff.
