Our favorite police blotter entries are the public-intoxication ones. If someone is blowing chunks in a rose garden, stumbling into police officers, or dancing like a robot in the middle of an intersection, we're all over it. What could be better? Oh, yeah, if the suspect is an elected official. Around 2 a.m. on New Year's Eve, a Charleston County sheriff's deputy saw Folly Beach Councilman Donald "D.J." Rich yelling in the middle of East Cooper Avenue. As the deputy moved in, Rich started cursing and flipped him the bird. He was arrested on charges of public disorderly conduct and being an intoxicated person on the roadway. Rich issued an apology shortly afterward, saying he thought the deputy was a Folly Beach police officer with whom he frequently jokes around.
