I agree with you that the council is in a tough spot, but just wait until the next council meeting, when they nix the non-binding referendum (and the proposed binding one) and use the petition as a sign that the people have spoken and put a ban in place.

They want this over just as much as anybody.

None of that equals "clearly want a permanant ban". My feeling is that those on Folly council are in a tough situation.

The laidback character of the island should not be inextricably linked to public drunkenness and vandalism. Unfortunately because of abuse of the privilege by the overwhelmingly party crowd those have become the major facets of life out there.

Council today can already do whatever it wants, including a permanent ban. They haven't though, probably because most of them promised us at election time that any permanent ban would be due to a referendum.
