The bike lanes of Charleston are more abundant than most other SC towns. They are however fragmented and largely unsafe.

So,the roads in downtown Charleston are more narrow than others because of the age of the city itself. The roads in surrounding areas are populated with just as many people behind the wheel of a car with NO sense of how to navigate a heavily trafficked area.
If a peddle biker operator wants equal access to public highways then I want them to have equal burdens as borne by all other legitimate road users. I want: INSURANCE requirement - the size and potential damage that can be caused is not a factor in the requirement for motorcycle vs. auto insurance nor should it be in requiring bicycles to have liability coverage, INSPECTION & Equipment minimum standards- Signals: although a motorcyclist or auto driver can use hand signals too, the flashing types are required and provide much better visibility in limited light situations.

Looks like a pretty big small minority as I see bicycles every day.
They seem to be divided into two groups of crazy people:
1. Those crazy enough to ride a two wheeler around inattentive and dangerous MV traffic.
2.

Wow. I had heard it was possible to tie illegal immigration to everything but I didn't believe it.

As far as "rules of the road," from what I've seen in South Carolina these are the rules:

A yellow light is an invitation to accelerate, turn signals are just one of the things that flash when you are stranded and hands are optional on the wheel if you have a cell phone, coffee, or make-up brush.

Going as fast as you can is necessary, as it gives the person you are running up behind (the one doing five under the speed limit in the left lane) that extra little "oh, crap" moment before they veer out of the left lane into your lane, nearly wrecking everyone.

And, when there is a wreck, it must be a rule that everyone come to a total, dead stop to get a look at whatever happened on the other side of the road, no matter how close it comes to causing an accident on their side of the road.

That said, I agree that people on bicycles should have to abide by the (more or less) common sense rules of the road.

Before we start spending public money to accommodate a small minority of crazy people who want to ride bicycles on local roads we must assure that they understand and will obey the rules of the road. Any crazy person who wants to ride a bicycle on public roads must first take and pass a bicycle road riding test and be licensed just like the crazy motorcycle drivers.
