Coming from Alaska, I have not noticed anyone particularly "nice" in Charleston, and definitely not "insanely nice."
Having only lived here a couple years, I have really only noticed a surplus of drunk college girls, and a distinct rift between Caucasians and African Americans.
If you travel father north in South Carolina, the people tend to be nicer. Maybe it's the clustered, unmarked streets, or the horrible drivers that cause everyone to be on edge down here, rather than helpful and positive.
