What's with the excessive use of the word "privilege" ?
"As it stands now, no new business licenses are being handed out to bars and restaurants that plan to stay open after 12 a.m. The reason: The pending review doctrine, that, in this case, prevents the city from granting licenses that contradict pending laws. So the ordinance is more or less in effect."
This paragraph alone may be the smoking gun of this whole mystification. It seems there is a great deal of wonderment among all parties involved. Aside from Riley & Mullen, no one else seems to really have any idea as to why this is all happening.
Personally, I think this is a chess game and this is just one small move to set things up for another strategy that much, much larger and involves other parties all together.
This is simply a distraction technique to draw attention and focus elsewhere. The "three tech companies" are probably smoke & mirrors, no, more like bait. This move is one that was already set up to be an easy mark. Take an industry that is already gun-shy and easily threatened, make a move that specifically upsets and rallies them to make a big social fuss and boom... you got a perfect local media driven distraction as well as a move that enable the City to have the perfect excuse NOT to hand out any new "bar & restaurant" business license.
I'm kinda excited to see how this show plays out. I got the chance to work on location and at the set of them shooting Season 1 as an extra several times. Maybe I'll get lucky and see if I made into the final edited scenes :)
