If cyclists want to make a decision to ride then they own it when it comes to safety. 99.999% of the population that use light and heavy vehicles to go to work and earn a living or taking their children to school shouldn't be bothered or impeded by cyclists who slow down traffic. In addition, if cyclists want to use the same roadways as vehicles, then they should pay a tax for building bike lanes and cary specific insurance for that purpose etc. The playing field would then be fair since cyclists would be making a contribution.
