Ron, first ambassador killed in over thirty years! So yeah that is a big deal. To say that you do not have time to read every dispatch - then the people that work for you are not up to the task. By the way in the real world the actions or in-actions of your subordinates is your responibility.

If they do not have ID and get arrested can they really expect a jury of their peers? You cannot access a courthouse without ID, can't cash any government checks without ID. Who is really disenfranchising them? I would say it is those that do not really expect them to get ID and join the norm in society. Also can't attend a secured rally site for Obama.
