What's wrong with locking a bike to a sign post? Who is that hurting? Does Charleston really have so few real problems that the city council has to pursue victimless "crimes" such as this?

I see a lot of focus here on skin color but no mention of the economic and financial problems that make the subjects so angry. I mean, if one were sincere about getting to the root of the problem.
