I am not sure that licensing could ever happen. However this has been my idea for people on welfare:
If you are receiving welfare or workfare then you become a ward of the state. At that time, you must get a birth control shot every time you pick up your check (checks will not be mailed out). When you get off welfare you may quit taking the shots, but you cannot receive welfare for one year, or three if you have another child. After your third time on welfare, your children are taken away for adoption and you are no longer eligible for assistance. If you have another child and cannot care for it, the child will be taken into custody and you will be arrested for child endangerment where you will spend 3 years in prison for every child you have had since going off welfare.
I call it the "Rule of Threes"
@joshuaaluke. Why wouldn't Haley use a sex scandal for her own good. What did the "values voters" do to Sanford when he was caught embezzling tax dollars to go bang his mistress? Nothing, they did nothing. If anything it made him more appealing to the "values voters" because he was being attacked by the "liberal media" that wants nothing more than to destroy "our Christian nation."
Politics is full of scumbags. The problem with the "values voters" is since all they care about is taxes (not what those taxes are speant on) and Jesus, they will elect anyone who strings those phrases together and is fuckable (Palin, Sanford, Haley).
To be fair, I have a friend in Maryland whom I would not refer to as a "values voter" who voted for Bush because she thought he was cute and not because she felt he was the best candidate. I am not saying that only SC voters make this mistake, but we do it with pride.
Actually I am a stupid Boston driver. That is probably why I am the only one here who can make a point without swearing.

Yes some teachers do drugs, so do some presidents. Yes there are some bad teachers in the system. But teachers do work 10 months, not 9. Do put in 60 to 80 hour weeks. Try to teach the dumbass out of your kids so that they may be productive members of society. For that, they get assholes in LeBron jerseys telling them how over paid they are. They enjoy fighting with their spouses for missing dinner and family time because they are so focused on some overbearing parents smarmy little dipshit.
And FCB, that other month out of the year you think they have off, those are called "teacher work days" you ludicrous bastard.

Aren't you really the selfish one? Driving 10 miles under the speed limit in the left lane of the interstate. Letting that one person cut in front of you so that the 20 cars behind you miss the light. Texting one of your daughters as you drive home to see if she needs anything. I'll wager you think the "South Carolina Turn Signal" (brake light) is as legal and safe as an actual turn signal.
Your total lack of empathy for the drivers behind you or concern for their safety is horrendous. The lessons you teach your precious daughters is that as long as you feel that you did a good deed to for the one person you can see, it is ok that others you can't see suffer for it. Also, that the safety of others is less important than your own safety and ego.
Please remove you and your daughters off our roads. Try taking the bus and developing some empathy for those around you.
