Plastic surgeons and anatomists refer to them as "pendulous breasts" which are "longer and more cylindrical shape and appear to hang down the chest wall without support."[1] While women everywhere can have such breast design, early British anthropologists noted increased frequency among African and Indian women.
If Folks pried Haley's breasts from the cups of her bra, they may have spilled over its fabric. In this case he would be accurate in saying that he felt her breasts "over" her bra. Then again, perhaps Folks (not the best of writers on a good day) is mangling his words. Perhaps he means to say that he felt Haley's breasts through, rather than over, the fabric of her bra. Of course, the lack of skin on skin contact wouldn't properly qualify as second base so perhaps Folks is being purposefully vague out of a sense of missed opportunity and regret.
Given her taste in concealing and conservative attire, it's impossible to say for sure what type of breasts Haley possesses or to speculate whether they are substantial enough to fall out of and over her bra, but Folks' description seems conceivable.

As a construction worker, between jobs I collected unemployment and attended college. Under the rules you had to be actively seeking employment. Just apply at companies that were not hiring. We knew it was illegal...they got caught.

Nicki haley doesn't respond to email because she twitters like a fifteen year old girl! The people who write her letters don't matter! She is a traitor dog just like every politician who triea to sell us on the twitter phenomenon because they get money for it! I don't know about college students, but I do know that it's common practice for people that work in the shipping industry and go out to sea for a few months at a time to file for unemployment when they come back home. They make $100k working six months a year and then collect unemployment for the six months they choose not to work. If that's legal, shouldn't we all be collecting for the time we spend not working at night and on the weekends?

Well, why don't we all write to Mr. Godfrey and ask the questions in a manner in which we see fit? See who, if anyone, he actually gets back to?
My money is no one. These people don't like to answer questions because, frankly, they're making this shit up as they go along. If they are asked questions, they hem and haw and stutter and sputter because they realize, "Oh, shit. I don't even know what I just said! I have no fucking idea what I just said and there's a fifty-fifty chance I will totally contradict myself if I open my mouth!"

Factory, I think you're missing the point to Chris' style. When he poses his questions this way, he will not get an answer. If you go to the archives, you'll see any question that might normally be answered is asked in an insulting and profane manner. The pols just refuse (and I would, too) to work with someone who is obviously trying to act like an A-hole. And that's the point. While Chris likes to make smart-ass rants, he has no interest in letting his target enter the conversation. If he were to get a reply, he would either have to refuse to acknowledge it or give access for a rebuttal. Either way, his column looses the "edge" he wants it to have. I used to think Chris was an under-educated smart-ass, but I'm beginning to think it's all schtick. He covers his ass cleverly while making outrageous accusations, and gets us losers to write all the comments that justify keeping his job.
